Western Nebraska Regional Airport has prepared this Tarmac Emergency Contingency Plan pursuant to ξ42301 of the FAA Modernization and Reform Act of 2012. Questions regarding this Tarmac Contingency Plan can be directed to Raul Aguallo at raguallo@flyscottsbluff.com.

This plan describes the following for tarmac delays at Western Nebraska Regional Airport:

Provide for the deplanement of passengers and
-
Provide facilities and make gates available at the airport.

Western Nebraska Regional Airport has facility constraints that limit its ability to accommodate diverted flights and encourages aircraft operators to contact the airport for prior coordination of diverted flights, except in the case of an in-flight emergency.

Airport Plan:
The purpose of this Tarmac Plan is to provide the airline with the knowledge that Western Nebraska Regional Airport will provide the necessary equipment to deplane and access to the facilities if a lengthy tarmac delay arises.
Plan to Provide for the Deplanement of Passengers Following Excessive Tarmac Delays:
The purpose of this plan is to establish a partnership between Western Nebraska Regional Airport, Passenger Airlines at Western Nebraska Regional Airport, Transportation Security Administration, and Federal Aviation Administration to assist the passenger airlines that serve Western Nebraska Regional airport, or divert to Western Nebraska Regional Airport in the event a flight becomes delayed for any reason and passengers are on board the aircraft for long periods of time. Western Nebraska Regional Airport will provide the necessary equipment and staff to deplane passengers, TSA will be on site as needed, as well as Concession Operators and other Ground Support Staff if a lengthy tarmac delay arises. Western Nebraska Regional airport owns two sizes of ramps that will allow deplanement of airplanes up to 757.
Plan to Provide for the Sharing of Facilities and Make Gates Available in an Emergency:

Plan to Provide a Sterile Area for Passengers Who Have Not Cleared United States Customs and Border Protection:
Western Nebraska Regional Airport is not an International Airport and does not have Customs Agents on site to be able to deplane international passengers who have not yet cleared United States Customs and Border Protection.
Security Information:
All TSA regulations and the Airport Security Plan regulations will be followed. Any passengers that have left the secure area will have to be rescreened before entering the secured area and reboarding the plane.
Airport Staff Responsibilities:

ARFF – Fire Station duties as assigned for emergency services as needed. Support duties to other areas as needed.

Airport Operations – DRO/Collect information for airport logs, insure all rules and regulations are being followed/enforced. Assist airlines/passengers when needed.

Airport Operations – Handling of ramps, provide escorts or transportations, etc. All individuals and accessible property loaded for transport to be transported directly to the sterile area.

Custodial Services – Ensure that passenger facilities are maintained for the duration of the lengthy tarmac delay.

TSA – Will be staffed for the possibility of having to run passengers back thru security checkpoints.

Any passenger Security Issues will be reported immediately to the GSC.
Airline Plan:
Every airline maintains individual plans to deal with lengthy tarmac delays. Western Nebraska Regional Airport is utilized as a diversionary airport for many airlines that do not use us on a regular basis and we will assist them to the best of our ability upon request.
Lengthy tarmac delay advisory is made when an airline has a flight that is approaching the 3-hour mark, in which the passengers will have to deplane. A telephone or radio call is made to the appropriate personnel advising them of the situation, and procedure to take place.
